About WECAA: Created as a non-profit, non-partisan, non-political organization with the simple goal of providing a platform for diplomats to engage in professional development in Education and Culture, as well as encourage networking and information sharing.

The founding members of the Association are Dr. Popy Rufaidah, Educational/Cultural Attaché, Indonesian Embassy; Jan Du Plain, President, Du Plain Global Enterprises, Inc. and Victor Shiblie, Publisher, Editor in Chief, Washington Diplomat.
